Polymer is a plastic made in a Refinery from carbon and hydrogen. It goes into fiber, composite, coolant, seals and shells.
Polymer takes hydrogen but no oxygen, so a station that makes it from electrolysed water builds up oxygen. That oxygen can go into hydrolox fuel, ceramic or steel made straight from iron.
